You need to at least unplug the ECM and always have your welder's ground cable as close to the area being welded as possible so the current has the shortest route to take. Like. P. Fuses blow for one of two reasons, the equipment they are supplying is drawing too much current or there is a short to ground. A short to ground is the more often found problem. There is nothing to do but investigate. Look at the entire wiring harness for damage.

I was unaware of the broken strut and closed the bed and started to drive away, and everything shut down electrically. The broken strut came down and broke the speed sensor off at the plug and in turn blew the ECU fuse.

I disconnected the fuel line and cranked the engine a few turns and no fuel was pumping out. I realize there are a few options to check out but one of them according to the service manual says it has a pump relay.
